Charles Taylor is originally from Hallsville, Texas. He earned an Associate Degree in Applied Science from the Community College of the Air Force and an Associate Degree in Business Management from the University of Maryland. Charles is married to the former Alice Faye Booker, and they are the very proud parents of three children: Gregory, Gary and Angela. Charles has been an active member of the community all his life. In 1971, Taylor joined the Masonic Organization, Sabre Lodge No.7, of the Most Worshipful Prince Hall Grand Lodge for the States of Oregon, Idaho and Montana, Inc. Jurisdiction, where he has held a continuous membership in that Lodge since joining the fraternity and in 2001 was elected to the highest office in Freemasonry, that of Grand Master. He has been a long and active member of the Treasure Valley NAACP, and is currently severing his third 2-year term as the branch President. Charles has traveled all over the world while serving in the military, traveling to countries such as Europe, South East Asia, and parts of the Caribbean, but he decided to make Idaho his home after he retired after 27 years of honorable military service as a Senior Non-Commissioned Officer, United States Air Force.

A fun fact about Charles is that while he was stationed at Mountain Home Air Force Base, he was selected to lead a Cadre Team of Maintenance personnel to transition from the F4C/D Phantom Jet Fighter Aircraft to the F-111A/E Fighter Bomber Aircraft. He also received numerous military awards including the Air Force Accommodation Medal with Devices and the Air Force Meritorious Service Medal.
